Can transgender persons be eligible for BISP Kafaalat Program?
Yes, Government of Pakistan has specially designed this program for transgender people who are economically weak and have no permanent source of livelihood. The following conditions must be met to be eligible:
- Valid CNIC issued by NADRA with Gender “Transgender” or “Transgender”.
- Completed National Socio-Economic Registry (NSER) survey.
- Being within the prescribed range in PMT (Proxy Means Test) score of BISP.
- Valid verification of residence and identity information in Pakistan.
The condition of PMT for transgender persons has been relaxed to ensure their inclusion.
How do Transgender Persons Apply for BISP Kafaalat Program?
If you are transgender and want to join the BISP sponsorship program, follow the simple and step-by-step guide below:
- Get Transgender CNIC
- Visit the nearest NADRA office and get your gender updated as “Khajasara”.
- Required Documents:
- Birth certificate or B form (if available)
- Proof of Residence (Bill, Domicile etc.)
- Two passport size photographs

How is the BISP Kafaalat amount received?
Approved transgender persons can receive Rs 13,500 every three months. To get money:
- nearby HBL یا Bank Alfalah ATM or BISP Cash Centre Go to
- Show original CNIC and get biometric verification (thumb verification mandatory)
- After successful verification the amount will be paid immediately
